Site and Applicant Description Divisional Planning Manager’s Opinion
28 Upper Lisburn Road Mr. T. Haire Demolition of dwelling, and redevelopment of land to provide six townhouses Refusal 1. The proposal is contrary to Policy QD1 of the Department’s Planning Policy Statement 7: Quality Residential Environments and associated guidance in that it would if permitted, result in over development of the site, out of keeping with the character and appearance of the local area by virtue of its siting, layout, form, scale, massing and design, and would be harmful to the living conditions of adjacent residents through overlooking, overshadowing and dominance. The proposed development would also fail to provide an adequate level of private open/amenity space both to the front and rear of the dwellings 2. The proposed location of the access onto the Upper Lisburn Road would, if permitted, prejudice the safety and convenience of road users, since provision has not been made to allow vehicles to enter and leave the property in forward gear 3. The proposed development would, if permitted, prejudice the safety and convenience of road users since adequate provision cannot be made clear of the highway for the parking of vehicles in the Department’s current standards
